Absolute Accountability In Protecting Rights

We discuss the accountability that is attempting to be avoided in the manners of illegal mandates on businesses and their employees. Are people entitled to compensation? Should the governmental bodies themselves be held to account for what they have done? Also, is the second amendment absolute? Why is it the second amendment and not the first in the US Constitution?
